Crisis Management is a Guerilla skill for the Commando class. Whenever Axton's shields go down, this skill drastically improves both his Melee Damage and his Gun Damage while his shields are inactive. Each point invested adds seven percent Gun Damage and six percent Melee Damage while shields are depleted.
